Free tool ยท Estimate only
A rough scorecard, before anyone measures it
Move each slider to how much of the element you expect to achieve. The estimate shows indicative points and a level band, and drops a level when a priority element is below its sub-minimum. Nothing leaves your browser.
Your estimate
Estimate only. Not a B-BBEE certificate, sworn affidavit or verification. Your level is set by a SANAS-accredited verification agency, or by sworn affidavit for qualifying EMEs and QSEs. Bonus points are left out and sub-minimums are simplified.
Turnover of R10 million or less? You are an EME and confirm your status with a sworn affidavit on the official template. There is no scorecard to estimate.
Which route applies
Your turnover picks the scorecard
Use the turnover from your latest financial year. If a sector code covers your main business, that code applies instead of the Generic Codes, and this estimate does not model it.
R10 million or less
EME
Exempted Micro Enterprise. A sworn affidavit on the official template, commissioned by a commissioner of oaths. No scorecard and no verification agency.
Evidence EME sworn affidavit
Above R10 million, up to R50 million
QSE
Qualifying Small Enterprise. If you are 51% or more black-owned, a sworn affidavit. Otherwise you are measured on the QSE scorecard by a SANAS-accredited verification agency.
Evidence QSE sworn affidavit, or a certificate from a SANAS-accredited agency
Over R50 million
Generic
Measured on the full Generic scorecard, or the sector code that applies, by a SANAS-accredited verification agency you appoint.
Evidence Certificate from a SANAS-accredited agency
How the estimate works
Five steps, stated plainly
- Weightings. The amended Codes of Good Practice (2019). Generic: ownership 25, management control 19, skills development 20, enterprise and supplier development 40, socio-economic development 5. QSE: 25, 15, 25, 30 and 5.
- Your sliders. Each slider is the share of that element's points you expect to earn. Points are the weighting times your share.
- Level bands. 100 points and more is Level 1, then 95, 90, 80, 75, 70, 55 and 40. Under 40 is non-compliant.
- Priority elements. Ownership, skills development and enterprise and supplier development carry a 40% sub-minimum. A Generic entity needs all three; a QSE needs ownership plus one of the other two. Missing it drops the estimate one level.
- Simplified. Bonus points are left out, and the sub-minimum is read off the whole element. In a real measurement it applies to net value for ownership and to each sub-category of enterprise and supplier development.
What a real measurement needs
The evidence behind each number
- Ownership: share register, shareholder agreements, flow-through and net value calculations.
- Management control: board and executive lists with race, gender and disability, and the EAP targets that apply.
- Skills development: leviable amount, training spend with proof of payment, learnership agreements, attendance.
- Enterprise and supplier development: procurement spend by supplier with each supplier's B-BBEE evidence, development contributions with proof.
- Socio-economic development: contributions, beneficiary evidence and net profit after tax.
A SANAS-accredited verification agency tests this evidence and decides the level. We help you prepare it and work alongside the agency you appoint.
