Annual turnover sets which scorecard you are measured on and which evidence you need. Check your latest financial year, not the one before.
R10m or less
EME
Exempted Micro Enterprise. You confirm your status with a sworn affidavit on the official template, commissioned by a commissioner of oaths. No scorecard and no verification agency.

QSE
Qualifying Small Enterprise. If you are 51% or more black-owned, a sworn affidavit applies. Otherwise you are measured on the QSE scorecard: Ownership plus Skills or Enterprise and Supplier Development as priority elements.

Generic
Measured on the full scorecard of five elements, with Ownership, Skills Development and Enterprise and Supplier Development as priority elements. A sector code replaces the Generic Codes where one applies to you.

What you get
An engagement that ends in an evidence file
- Code selection. Generic, QSE, EME or the sector code that applies, with the reason written down.
- Element assessment. Each element measured against your records: ownership, management control, skills development, enterprise and supplier development, socio-economic development.
- Gap and improvement plan. Where points are likely to come from, what each step costs you in time and spend, and what to do first. No points promises.
- Evidence file. Organised the way verification agencies ask for it, kept in the B-BBEE scorecard platform with the source of every figure.
- Verification support. We work alongside the SANAS-accredited agency you appoint and answer its queries with you.

- Supplier list with spend and each supplier's B-BBEE evidence
- Enterprise, supplier and socio-economic development contributions with proof of receipt

Scorecard estimate
Set how much of each element you expect to achieve. Weightings follow the amended Codes (2019); a priority element below its sub-minimum drops the estimate one level.
Estimate only. Not a B-BBEE certificate, sworn affidavit or verification. Your level is set by a SANAS-accredited verification agency, or by sworn affidavit for qualifying EMEs and QSEs. Bonus points are left out and sub-minimums are simplified.
Turnover of R10m or less? You are an EME and use a sworn affidavit. No scorecard needed.

An expired affidavit or certificate usually scores no preference points on a tender. Plan the next one three months before the current one runs out.

What clients ask us
Do you issue the B-BBEE certificate?
No. Only a SANAS-accredited verification agency verifies and issues a B-BBEE certificate. We prepare your evidence and work alongside the agency you appoint.
Can you guarantee a level?
No. We show where points are likely to come from and what evidence supports them. The agency decides your level on the evidence.
We are an EME. Do we need you?
Often not. Most EMEs only need the sworn affidavit on the official template. We help when a customer asks for more, or when you are close to the R10m line.
Which sector code applies to us?
It depends on your main business activity. If a sector code covers it, that code replaces the Generic Codes. We check this first and write down the reason.
How long does an engagement take?
It depends on how complete your records are and when your financial year ends. We set the timeline in the written scope, working back from your verification date.
Anti-fronting
Real transformation shows up in real evidence
Fronting is a criminal offence under section 13O of the B-BBEE Act. We do not design ownership or management structures to inflate a score, and we end an engagement where we see misrepresentation.
